This is clearly stated in the profile for sterlingcooper:

Journals that are underused or suspicious - journals with little or no activity, little or no friends listed, members of ONLY upload communities, etc. - will not be granted membership.

I've gotten at least six membership requests from people with dormant journals. Either they're not reading the community guidelines, or they're disregarding them. Whatever the reason, it's angering.

If you happen to be one of those people, please start taking the time to actually read through the guidelines of the communities you're joining. Otherwise, you're going to create a lot of bitchy maintainers.

Assuming people would bother to read the rules of communities is understandable but, frankly, quite naïve as well. Sigh. >:(
